VPN and location

:help:
My stupid ISP assigns static IPs per household for 2 weeks, then the IP will change.
My only option is VPN. I already have one that shoots up an IP from San Francisco, CA. The address on the accounts (ebay and paypal) is from Florida.
Does ebay or paypal cross reference physical addresses and IP location? If yes, how to use a VPN then without raising suspition?

It's best to have an IP address that is close to the address you use. EBay will probably not have an issue with this though since you are still in the US.

Maybe try using Auctiva to list new auctions to save your IP address.
