no, one ebay is simple, whether ip changes or not, you are ok either way...however if you have a Static IP make sure it is not linked to a suspended account.
I have 3 ebay and 3 pp, and want to manage them with VPN.
However, the VPN provider can only provide 3 same class IP to me, ie.

So i am worry that if i use the 3 ip address to logon the 3 ebay, will ebay supposed there is same physical location and come from one person or relative person.

An IP changer? Like a proxy, with software?
No that's a very bad idea, proxies do not work.
Now if you can physically change your IP by resetting your modem or changing your mac address then sure you're fine.
