keeping track of ips

Hi there
anyone know of a program that can alert if a previously used ip is being reused,ie a little alert saying "this ip has been used before"
i know whatsmyip and ipburger etc but as far as i can see it only shows the current ip...
would make it much easier than trying to match off a spread sheet or whatever
