Change my Ip address with qwest dsl...

ok so I have qwest now as a ISP. I had them before and kept my old 2wire modem. is my ip the same as it was back then? and if s,o how do I change it? also when I track my ip online (multiple site's) it comes up with some location in a different state than I am located. does this mater at all to e-bay and paypal?

Please help I dont want to F$%# SHI& up!
