Ip question

i am using dialup to change ip and i notice only last 5 numbers are changing..
im getting

13.64.22.108
13.64.24.175
13.64.22.175 and etc

am i suppose to get completely different numbers or only last 5 digits changing is ok to create diffrent ebay accounts??

It's totally normal, untill it's the same number eBay sould not suspect anything.

No, eBay doesn't care if you switch ISP, just as long as you're still within the same IP range.
