Clear cookies on EVERY account?
 

I will have new internet service in a few days, with a dynamic IP. I will be creating multiple user screens. Do I clear cookies for each individual user screen, or just the administrator?

All of these stealth accounts will be in the same neighborhood, could I be linked by my ISP?

New user account on your computer = nothing to clear, its like a Brand New Slate.

No, probably more than half of the people in your neighborhood are using the same ISP (Internet Service Provider) Plus, there would be no-way to link you by a ISP alone.

Actually, what about my one stealth account still existing on this service? I was gonna let it cool off anyway, will it be alright to log in to it? It's in good standing at the moment.

Same rules will apply for a new provider. Its ok if the IP is new, leave cookies in place on that user if you can. But make sure you do not use that IP for any other account/user
