if i were to get a new cell phone
but keep the same service provider and cell number
can i log into ebay on it
its a smartphone and first time i would have it

Yeah you can. A new phone = no cookies or flash cookies from the old account.

They see cookies, ip and possibly flash cookies if your phone supports those. A new phone will not be linkable.
