eBay Suspended & PayPal Limited Forums

VPN's are NOT RECOMMENDED. eBay, PayPal and Amazon know the IP address ranges for many VPN providers and they ban accounts of those who use them.

They don't know EVERY provider, of course, but you could find a good one, then three months later suddenly lose the account when they find out it is a VPN.

Then a VPN COULD work for you. I would try to find a smaller provider who is not well known. eBay knows the big ones. Some smaller ones too, so there IS some risk for you. But there is less of a risk with the smaller providers.
