Any of you use Tor Project: Anonymity Online for stealth surfing on ebay? Is this a substitute for having to change ones i.p. addresses?

I wouldn't recommend it. It will actually cause your accounts to be suspended / limited.

I believe Tor is a proxy service that switches IP's every couple minutes. Because IP geolocation matters for eBay, the constant switching of geolocation will DEFINITELY get your eBay and PayPal account suspended.
