How to change IP address for UK 3 mobile modem (dongle) network - help !

Hi guys,

I have a 3 mobile dongle which uses the 3 mobile network backbone
in the UK.

When i try ipconfig/release I get the message :

No operation can be performed whilst it has it's media disconnected.

Can anyone help ?

I have the same static IP address everytime I log on !

I might need to use a proxy ? Can anyone recommend a good UK
proxy to use ?
