Limits of IPv4

I was wondering after an ip address has been used how many days has to pass before you can use it again on another account?

The reason I say this is cause with IPv4 there are limited amount of ip addresses in the pool and millions of people probably use the same pool of addresses everyday. The chance of coming across the same ip address is very small for me as I tether a cell phone.

Anybody else want to collaborate?
