I have a notebook with a 3G card, the IP changes everytime just like an old dial up modem. BUT it seems verizon just hands out random IPs from all over the place, i check the geo location and sometimes its from FL, GA, NC, could be anywhere.
That would throw up red flags for ebay and paypal with my IP jumping all over the US like that, correct?

No, it won't. All 3G service works like that. I have used sprint mobile broadband for over 4 years to access my stealth account, and eBay/Paypal has never cared. Most of my IPs geolocate to Los Angeles or Oklahoma, and I am in Seattle.

Agreed with above. Mine are everywhere and all is well. Only problem I ever have is with PP and sending big payments to bank accounts or buying things outside of EB with the PP account.
Because of the constantly changing unrecognized IP, you have to be careful with those parts.
