I have been reading so many forums and I think it's just best to ask in my own words

I have windows 7 , comcast wireless netgear router i believe is also connected to my modem. I'm going to upload a picture of what my router and modem look like (Hope it helps)

I know I have a dynamic ip address... And according to a lot of posts I have read that it's better to have when changing your ip address.
Also it stated that ebay doesn't care about your local ethernet lan ip, only the internet ip (WAN).. Well I searched and both are showing the same ip address.

All I want to do is create a new windows user account and a new ip address but I'm confused on what or which one to use.

I'm also attaching a photo of what my network and sharing center looks like.

Please if someone can take the time to help me It would be much appreciated

You need to either disconnect your modem from your router and plug it in directly into your PC and then change your MAC on your PC and you will get a new ip. Or you can change the mac the on router and that will change ur ip. Also every time you do this you must unplug your internet modem. Either way once you unplug ur modem and you changed your MAC and or DC'd the modem your ip will surely change. If it does not then your IP will not change unless you contact your provider.

I think your horrible selection of dvds isnt helping, but seriously you may need to leave your router/modem unplugged overnight-24 hours or maybe longer. A lot of people say that you can unplug and wait 15 minutes, but that has never worked for me. Make sure you write you ip down, unplug over night, and plug back in later. Try to leave it off for 24 hours and it should work. If not call you ISP and see what they can do for you.
