I have been checking my IP when I use my voyager and was surprised to see that so far I haven't had the same IP twice. Even the first few numbers that usually don't change have been different. It has been years since I had dial-up, but I am assuming that this is similar.
As for cookies, you better bet it stores cookies, but they are easy to delete.
I use Sprint mobile broadband thru a blackberry, and when I use it on my computer, it gets a new IP every time I connect. I imagine a cookie/IP tracking scheme is enabled for phone browsers. The real problem is.....does your phone constantly stay connected and therefor only have one IP? Like others suggested, check your IP address at IP burger for several different internet sessions to verify.
HI: You can also delete cookies in your IE screen, drop down menu- tools-options/ clear cookies, clear cache..
Then, to get a new ip (on my Verizon Treo)-- I remove battery fro 60 seconds, then clear again, and its changed
