ebay Mobile scenario
 

Using galaxy nexus android-
I opened/logged onto eBay mobile on 4g
with out any use of the app after open/login.
Navigated away from the app keeping the app running in background. Network connection likely bounces between 4g and 3g. App is ignored for 45 minutes.

I went to a place at about the 45 mins , switched the phones internet connection to wifi and connected to a new network the phone has never been to.

Would eBay mobile have timed out at some point in that 45 mins? Would ebay Mobile have interacted with the wifi network ip address thus, linking to that new ip address?

I have noticed when accessed after several minutes from being in background, eBay mobile has to refresh seller feedback number messages numbers and any other.
