I've gone through tons of threads here on what do with IP addresses when using multiple ebay and paypal accounts, but everyone has a different opinion some say VPS, some say VPN, some say proxy... what do you think is the best way?

It's what YOU want & what your plan is. What you need to pick is what you can use to the best of your ability to work ebay/paypal successfully.
What's your plan 
You should be looking to pick a cost-effective way of running your accounts.
USA based accounts need no such stupidity of vps, VPN because of more reasonable options that exist.
Make use of tethering with your cell phone, dial-up & other options.

When I had stealth accounts, I would make different user accounts on my Windows PC, and change my IP every time I logged onto each.

I'm located in the USA and plan on having 3 stealth ebay and paypal accounts, would the best idea be just to get 2 different 56k ISP's and then for the 3rd ebay/paypal account I can use my currect cable modem connection?

You're in the US so stay away from VPN, VPS, Proxy...
1. dialup
2. wireless usb dongle/mifi
3. tether your cell phone
4a. change mac on router, reset modem (cable modem through router)
4b. release IP, reset modem (cable modem direct)

Option #1. Use a SmartPhone and tether to your PC.
Option #2. Use a dongle (ex. T-Mobile Rocket 4G Pre-paid wifi)

JJGold, I am loving the T-Mobile Dongle, I get an awesome connection plus the IP's are plenty full.

Yes VPN and VPS are only used when overseas to your registered account. Although a lot of the time when you log in from overseas you will just be asked to confirm registration information etc, I think it puts you under the microscope, I might be wrong.
I use VPS when overseas, but this is expensive, especially when you are administering multiple accounts.
If you live somewhere obscure to Ebay like Cambodia for example, are operating multiple accounts from Cambodian IP's, and some of those accounts are connected. IE, selling same products, PP payments between them etc. You then risk losing all your accounts.
....for those overseas sellers....

Dialup is probably the best option from overseas, most stuff can be administered via Auctiva.Can't use dial-up on the move though, you have to be at home

cb3 the easiest way is to find a open wifi in your area like a coffee shop or something. It is free so you do not have to spend money. But again in the US the best way is to get a USB dongle from T-Mobile. Here in Canada Rogers offers the Same.

What is a USB dongle from T-Mobile? can anyone post a link to where I can buy one or any info on what they are? can I use it with my desktop computer? or do I need to use with a laptop?

when you have multiple user, each user have its own ebay/paypal account then each time you connect to T-mobile network, your ip will be changed as it's renew by T-mobile base station. This way you will have free new IP address.
when you switch to another account, you have to log off current user and switch on to user that hold account you intent to use.
so simple to understand?

I use strong VPN. I have 4 accounts. I use a diffrent Windows user for each paypal/ebay and I have a different VPN IP for each as well. Been working great for 4 plus years

so if i understand this correctly, if i have three sources to connect to the internet (internal on my laptop, a usb broadband, and the wifi from my smart phone) i technically have three different ip addresses i could use as long as they don't cross? also would the broadband take on the ip from the laptop or vice verse when connected?
