how do you use a merchant acccount on NEW EBAY ACCOUNTS

As we all know, with new ebay accounts you can't use a merchant account unless you submit info to ebay to lift the restriction. How do I do this?

I refuse to use paypal because they'll "limit" your paypal account and then suspend your account.
