Windows 8 tracking

Hello Folks , I was wondering if eBay/Paypal can track me on windows 8 if i put all my USER accounts as a administrator with a password?

Any advice & or opinions would be appreciated.

I think the user accounts seperate the stored cookies, so I would say no, but I'm no expert on this.
