I use the eBay app for my legit and buyers account, I will not be using it for any of my stealth accounts but I was wondering, at home my phone connects to the wifi, even if I don't have the app open can it still get access to my IP address?

When your phone connects to your wifi your on your home network and IP. As soon as your phone jumps on the wifi...no matter what your doing online on your phone, your using your home IP.

Yes I know that, what I meant is if the app isnt opened will I have to worry about linking?

It's hard to say what the app is doing while not opened...My guess is you may be ok.

My other guess is, you wanna be 1000% sure you have no issues.

Be diligent in keeping actvity between real accounts and stealth accounts well apart.

Seriously consider not mixing these with IP usage.

I would also figure that if the app is NOT working, you would unlikely to be linked - but you would have to make sure that the app is not running in the background...'Running services' or such setting to check
