Does the ebay app log or monitor Ip's when no one is logged in?

Ya i dont plan on using it for any ebay accounts....Its a useful app for research purposes tho...So I was wondering if the app would link accounts indirectly...

What I mean is, If the App knows my IP address even tho I am not logged in, does it tie it to my device then link my account just because of the App of my device, even tho I never log into the App with a user name....Does that make sense? lol
