Is there any way that eBay can track you when browsing or bidding for item through your account on ebay on your phone?

Did I read that wrong or are you actually asking if ebay can track you through your phone everytime you log into your account?

If that isn't what you meant, then sorry.

If that is what you meant, then come on man, use some common sense.

Be nice digitaliz, not everyone knows phone browsers are just like regular browsers and they have cookies too.

Yes, JayKay, you're being tracked.

I'm aware that phone browsers have cookies too.

Is there any way that eBay can link your accounts together through you phone.

When you access ebay through your phone, they note your IP address. If you have multiple accounts make sure that all cached information from your phone is erased i.e. cookies. IP address should be dynamic meaning this should be different every time you connect to the internet - but make a note of your IP address each time to be on the safe side.
