Yes and no. Yes, ebay can track you through the IP, but also remember they can track you through cookies and reusing old information on their website (email!, phone number, name, physical address, etc.)

i dont mean to use the old email of the suspended account to my new one , i mean just using it generally by sending emails to friends / geting emails from other sites and such things : )
