Smartphone app tracking.

I was recently banned from using an app. I want to create a new account using "ebay stealth" type menthods, but I want to know if it is possible for an app maker to link an account with a specific smartphone.

I plan to do the following:
Delete App
clear cookies
change ip

Will they still be able to track me?

Banned from using the app?

If your doing stealth, the apps are usually a no-go.

You can not "delete" the cache for the app unless you wipe your phone.

IP is always changing if you're on a wireless carrier, so that does not matter.
