Dongels / Aircards

I'm looking at getting a dongel or aircard

I currently have ATT. I can get an unlocked 3g aircard. This can be used with any carrier i assume.

Since i have 4g data plan, will i be able to use the 3g card?
I do have an extra simcard for ATT.
I assume i will have to purchase a plan for using the card with ATT?
Or since it's unlocked i can go with any carrier. Cheapest is t-mobile in my area
