Ebay Account created on different IP

Hi, I'm somewhat new to the site and have been casually perusing through for insight. After doing some research, I've found myself a bit confused and would like to ask a boneheaded question. So my suspended account was created some years ago through a different IP and different computer. Moving forward to present day, the account that had become suspended was being regularly accessed through a different IP than the one it was created on and a different computer. With that said, would I be fine creating another account on this current IP after clearing all cookies or must it be another? Again, I apologize in advance and appreciate any and all forthcoming expertise.

Doesnt sound like a good situation to start a new account in. Get a new IP and then start building your stealth account, step by step.
