linking from tethering from phone

i have an att hot spot and have been tracking ips, and i get a matching ip around every tenth session.

i want to start tethering to my phone, useing it as another hotspot, but i previously download app( i dont use the app anymore).

would ebay be able to track that i am tethering off the same phone as a prevousliy banned account was used on the app?

No, when you tether with a phone, you are simply running off it's IP address. Nothing about your phone is passed on to your computer and to eBay. Just worry about the IP address.
