Please advice for Wireless broadband

I am going to get wireless broadband, and they issue different ip address each time i connect to internet. However, the ip address is still with certain rangem such as 114.72.***.** ,only the * part change different, first two set numbers are still remain the same.
my question is will eBay consider that as same user?
and i have put multiple windows user account for flash cookie thing. and gmail stop all image from each email.

No, ebay will not think that.
Having multiple accounts as you have described is fine. Keep all info together in each account.

I got a wireless broadband and a DSL. I have my two accounts, in two seperate PC, so I guess it should be safe to be stay logged on all the time for both, right?

I think the USB Wireless is the same as dailup, it usually gives different IP, but it OFTEN gives me the same. My laptop has two USB slots, it seems they tend to give me two different sets of IP. I mean the first two parts out of 4 are different. one goes :A.B.112.103. The other:C.D.95.103.
