Changing Your WAN IP

After reading that a VPN or proxy will almost certainly get you busted, and thinking about how much of a hassle it would be to run several businesses on dial up constantly disconnecting and connecting and with such slow speeds. I've decided it would be best to just change my IP every time I log in to a different account. Now, last week I manually changed my IP in the network section of the control panel to a static address to forward ports from a p2p program. I followed the instructions and everything worked fine(the ports are forwarded).
When I RUN:Command and type in IPconfig/all in the command window it shows the IP that I specified along with the other info. BUT it is a completely different IP address then my WAN IP(which is the IP that shows up when I go to IPchicken.com). I don't even see an entry for my Wan IP in the Windows Command Box(I think that's what it's called?lol), I have to login into my routers control panel on my browser then it shows. And on the front page of the routers control panel the little circle for dynamic IP is still checked while the static IP circle is unchecked, so the router's control panel is still saying I have a dynamic IP address even though my command window is displaying the static address I specified.
I thought I knew how to change my IP address because i've done portforwarding but I still have the same WAN IP and I guess thats all that matters. I tried cutting off the router for about 30 seconds. Maybe I need to do it longer.... but that would be just as much of a pain as dial -up. There's got to be another way to change my WAN IP.... Is There??? PLease Help!?:(
