How do we login to our Users?

How do we login to users?

On Mac do we need to restart the computer or we change the user on the top right of the screen?

If i login without restart the computer do i get link?
even if i have in mind that i need to track ip for each user.?

Do i need to restart or i can change the user only?

Sorry think That did not understand me well
Im worry because i Dont know if i need to restart The computer to enter to a new user.?

Or i wont get link if i enter to a new user without restart The computer.
