I've had problems logging into bank and financial (stock trading) sites repeatedly when using 3 different VPN's and countless proxy services.
It seems customary for sites requiring maximum security to filter out all IP's from known proxies and public VPN's
I would expect Pypal/eBay to be on the cuting edge of this information.
I would also expect that they would implement IP screening in a "permit and monitor" model rather than in a "deny access" model.
Which means they've already flagged you for coming in with a naughty IP, but they let you be, and watch very closely whatyou are doing.
Then one day, wih $5,000 in the account, they ask you for your SSN and credit check.
Note: just because they haven't TOLD you they suspect something, does not mean they don't.
