ebay and paypal are separate companies. I dont see under what acceptable reason they would have such authority to share SSN details. Someone else may correct me

Why is it even a concern? Do you have a previously suspended account with your SSN on file? If so you will need to get an EIN. If not, you can give them your SSN with no worries.
If you already have your SSN on another Paypal account and you put the same SSN on a 2nd Paypal account, both Paypals would become limited when Paypal sends out 1099's and realizes the same SSN is on two accounts.
