I wouldn't browse stealth accounts with a phone, ebay will track you with flash cookies which aren't too easy to get rid off of your smart device

Use browsers on your mobile device is advised and not app.

Apologies. I think I may not have put the question correctly.

I do not wish to use applications for browsing.

I mean tethering and hotspot IP addresses.

Why would you be worried about being traced?

Or, are you re-using an old IP with a new stealth account?

Are you asking if Ebay/PP can find out if an IP belongs to you? if so Ebay/PP don't really concern themselves with getting that information unless your doing something shady.
