i need dynamic address ip only if i have use with the router?
or also if use to log-in and out with a cable?

You don't need a dynamic ip address for stealth. A VPS or VPN will serve you just right.

You just need an IP address that has not been used on ebay/paypal before

Shared VPNs/VPSs are risky

Dedicated VPNs are much less risky

Regarding IP address, you have two options:

1- Having a static IP address (for each account, in case you are planning to have more than one account) provided by a dedicated VPS/VPN*.
2- Using a dongle or phone tethering which can provide dynamic IP addresses (a simple switch Off/On is enough to get a new IP)**

* The IP address shouldn't be used (recently) to access a banned account.
** You should keep tracking all you IP used to access your accounts, in order to avoid reusing an IP that has already been used on another account before (to Avoid linking them).

This is ok for 1 or 2 accounts but tracking IP addresses every time you log on to Ebay for lots of accounts is a massive head ache.
Buy a static fresh VPN and your good to go !! :thumb:

Having a static IP is much easier, that's for sure (but requires clean & fresh IP which may cost a small investment if you are not experienced). But using dynamic IP's has it's benefits as well (the head ache depends on your how organized is you work :D)

I see that the best thing to do is combine both methods, some accounts have static IPs and others using dynamic.

I'm a fan and true believer of diversity by all means :coffee:

I'm think of going with TorGaurd for VPN it look cheap for 6 months but don't know if its a dedicated IP or shared..

Please be careful, The IP address you will be assigned shouldn't be Shared as It shouldn't be Recycled and Abused. Otherwise you will have serious problems.

Personally, I have never used TorGaurd but I don't think it's a suitable VPN provider for Stealth... Maybe someone else used them successfully could deny this!

Looking for the cheapest option is not a wise move at all.

I would highly recommend ordering a Guaranteed Fresh IP VPN plan offered by 24vc.com
