Can anybody tell in which country should I open Etsy shop if I want to use PayPal?

The ones that don’t use direct checkout.

After that you can figure out how to verify them, use your accounts again, avoid VCCs and know what to enter on the verify page on PayPal.

Etsy has Limits in Countries that open shops on it ??
