New Etsy Account in another country

So the way around SSN for Etsy is to sign up in another country. Will I have to get a VPN from that country in order for this to work? I have two working Etsy accounts but one just got it's third trademark take down and so I am kinda worried. Trying top set up an overseas one. Any idea which country is best with direct checkout that takes paypal? A ny advice would be appreciated.
