1.) Account created in 2016
2.) Listed an item last year that I cancelled without issue
3.) I return, my shop still exist but can't list

What is going on?

Browser issue? Same in chrome, firefox, edge?

I was wanting to run the account strictly "mobile". I've never had an issue before. I've tried mobile, and desktop mode.

App should work if it isn't an account restriction.

Once you use app, and make a mistake the phone becomes useless, right? I'll skip on that option. I just want to use browser, and this account isn't stealth. Its all real information.
