You can use any country's bank with etsy without problem. If you're using payoneer make sure that your etsy currency matches your receiving bank's account currency, otherwise payment will be rejected and your etsy account will be flagged.
If you're planning to sell risky/branded/expensive items make sure to upload in slow pace and don't put 999 quantity on them. Their new algorithm which I noticed from 2018 Autumn, automatically suspends new accounts without any notice after you start uploading fast. When account gets automatically suspended, Etsy reps take a manual account review, and if they see your receiving bank's country is different than country you're living in 9/10 cases thats bye bye for the account because of inconsistency.
thats interesting,if I were an American expatriate living in Brazil,I want to sell on internet and receive US $,and I use Paypal as payment processor,Paypal has no problem,as long as I can verify my US bank account.
