A closely related but mistaken term is Search Placement
Every time you search Google, Bing eBay or Amazon, you get results because they had been indexed (stored into the website's database)
The order in which results are displaced is called Search Placement ( i.e Peter, Paul, Paula, Pamela, etc) This order is usually determined by merit and a few other things.
You can get indexed without being assigned a place on the search result. This indicates some penalty.
You can't get search placement without first being indexed.
Sometimes, when users think they've not been indexed, they have, but their position would be far down the search results, it would seem they're not indexed. On eBay, you can take a look at your traffic details to know what's happening behind the scene.
