Creating New Et$y account with paypal

Hey
Has anyone able to create new et$y account with Paypal recently?
Today my sixth attempt got failed
I used new cloud desktop
New P@ypal and new Gmail
Used VCC with ⊗⊗⊗⊗ billing address
In a day or two they were suspended
Any suggestion will be helpful

I am opening account from india so they don't ask for ssn or anything.

That is the most likely problem, I think cloud machine uses a data center IP which etsy could flag. Need a residential IP, just use a mobile hotspot.

Can I use same paypal to receive payments by adding a new email address?
