Would that be enough for a new account?
 

Hi guys, etsy closed my schop due high risk, i had my final warning for IP and now it got closed before i got final copyright strike. So. I want to open a new account. I wil be doing these things.

1-A new person ID, BANK ACC, ADRESS, CC for Billing.
2-Formatting PC, Resetting my modem from mini button with a needle.

Would doing these things will be enough? When i reset my modem with a needle it only changes last 6 digits of IP. Is it enough? Thank you so much!

Youre covering most of the technical elements.
You should also be concerned with the actual management and operation of the account.
I suggest you get the stealth guide and do your research on the forum.

Looks like a decent setup - as slokor mentioned, you also need to make sure you operate the account well.
