i just got a notification regarding some new policies, that will take affect on Feb 23th. it's about extra protection for the etsy marketplace.
This means payment account reserves. i will update with more info.

For example, your Reserve could be set at 30% and held for a 45-day rolling period – meaning 30% of the funds in your payments account balance on day 1 are Reserved and then released on day 46. If you make a sale on day 2, 30% of the funds you receive from that sale on day 2 is reserved until day 47, etc. If you make a sale on day 4, 30% of the funds you receive from that sale are reserved until day 49. If any chargebacks are filed against you, or refunds to buyers are required, or seller fees are charged, and your Available Funds are insufficient to cover such costs Reserve funds will be used to address those charges. If Reserve funds are used for such purpose(s), such funds will be released to you for disbursement less such amounts.

This is good way for new authentic sellers compare to suspend store without reasons.

I got that notification and it is for new sellers after their first and subsequent sales.

"What’s a reserve? It means that sellers who meet certain criteria will have a percentage of each sale held before the funds are available for deposit. For now, this means some sellers may have a reserve placed on their account for a short period after their first sale. You will not have a reserve placed on your account at this time because you made your first sale more than 90 days ago.

We don’t expect you to be affected by this change, in fact fewer than 1% of Etsy sellers will be affected"

True, hopefully after few sales they won't reserve the percentage they refer to on new accounts
