Is it easy to file chargeback in UK
 

I have a UK buyer who bought an item in my Etsy shop last december.
I used Etsy global shipping to ship the item next day.
It did not arrive in time for the occasion,so the buyer bought something else.
Etsy global shipping is based in Switzerland ,so it shipped my package from Switzerland to UK,it arrived in mid January and the UK customs notified buyer to pay customs duty which he ignored.
after 3 weeks,UK customs returned the item back to Etsy global in Switzerland and Etsy Global returned my item via Royal Mail.(Priority plus).I am in USA.
that was March of this year.
I dont have the item,tracking on Royal Mail said in transit.
My buyer wants his money back.
Etsy does not want to get invloved,saying it is too old.
My question to you UK expert is-
can he file a chargeback with his cc issuer,it is not 6 months yet.
I was told once in South Africa,one cannot file chargeback,why?

Yep they can within the 6 month period and it is fairly easy to do

South Africa still can chargeback - it's all in the credit card provider operations...
