new buyer accounts keeps getting payment cancelled

I've made a few buyer accounts and everytime I try to purchase it gets payment processing and then after 24 hours the payment gets cancelled, I tried using my real debit card, a visa gift card, and etsy gift cards and its all the same, I did this on different IPs and different devices but all get the same outcome.

Your account setup has to be suspicious to eBay

Yep, one of several things that trip the Bots.

Just my two cents, if it is a buyer’s account, then make it as normal as you can.
Mainstream bank account with attached debit card.
Accessible address.

And on and on.
