He gave instructions on how to open etsy Stealth and said payoneer worked...I guess it doesn't work now

I was using paypal only accounts at the time which did work well...haven't taken the time to figure out etsy payments yet

Yes you can't use PayPal no more unless you still have accounts active before the change
