Can anyone shed some light on a safe tactic to generate some ⊗⊗⊗⊗ reviews for a new store and kickstart sales faster?

you can always use ebay farm accounts. make legit purchases, and start scaling from there.

Just ask your friend to buy something from you and give you good review.
Sales is very slow now on Etsy.

Having your friend buy something from you "could" work, but I'd be apprehensive doing it myself

But must be careful to make ⊗⊗⊗⊗ sales because Etsy is smart now and can see if sale is not natural. And even there some situations when your shop can be suspended after such a things.

So yes it can be done but you need to make it look natural. Dont just click on the item URL directly you need to find it by searching on the buyer etsy account.

Best thing is ask friends to buy your item. Get them to search with a few key works in the listing.
