I recently started a new Etsy store in the UK and noticed that there's a 20-day hold on my funds. This seems to be a new measure for new sellers, but I haven't found much information about it.

Seems like every single platform out there wants to hold your funds for at least 3 weeks.
Yeah, I can see why but at the same time it gets really annoying. You literally ship your items out and wait in good faith that they won't screw you over.
It has become a popular method on different sales platforms, perhaps they expect you to comment on a mistake and take your money.
Although I have a friend who has been here for a long time who claims that they use retained money to invest in markets and cryptocurrencies. (it's something they say)

In my experience new shop without risky items has a 3 days hold and 3 weeks, if items considered risky. So that may be an indicator now how they look at your business model.
They use third party to check up on you,they know more about us than they will admit.
Charge back can come in 6 months,so 3 weeks is fair .
