Most likely, you won't be able to get this store back. There is something wrong with your shop setup - starting from device, IP and other fundamental things.
Also, worth mentioning, that fraudulent activity bans can happen in any moment not only in shop startup. Etsy has been super strict with suspensions lately.

HE CANT EVEN BUY ON ETSY,so he could have past purchase activities which violate Etsy policy

With this account for sure - other accounts, depends on how they are created and if they get linked...

Who are you to decide how many shops someone needs? Etsy's policies determine what is allowed not your personal opinion. If there's a specific rule being violated feel free to point it out otherwise telling someone to find another venue doesn't explain why their account was suspended. Maybe focus on the actual facts instead of making assumptions about someone else business.

There have been cases when a seller will sign up and list hot items at such a low price , upload tracking and disappear with the sales proceeds.
By the time buyers found out they did not get the item as described,it is too late.
Items like Iphone,digital cameras,,gold coins,gold bars with a low asking price.
Not that I am saying OP is doing it,but Ebay/ETsy do keep an eye on new sellers .

Everyone has made some fair points. Of course Etsy needs to protect buyers from fraud but we shouldn't assume that every suspension involves the same circumstances. Every case is different and without knowing the exact reason for the decision none of us can say for certain what triggered it. The best thing is to share experiences exchange useful information and help find some clarity rather than speculate or make assumptions.
