You would have to ask!
Let's say you want to help promote talk of a product you sell.
Helps to have a few profiles - to create chat and hopefully get real people coming to chat.
Yes, yes, very shady - but you can bet your competition is doing the same.

It's not exactly shady to use multiple social media accounts, as they are typically for marketing purposes as you pointed out.

Plenty of websites that will do this for you for a small fee.

I've bought custom instagram comments / followers to start generating real likes, follows and comments. People are attracted to "popular" things.

Don't say that. He might just want an audience to sell stuff to. There used to be major forums dedicated to providing the service he's seeking. I don't suppose they all catered to child molesters and con artists.

Just read an article -some guy in UK sold 700k worth of goods by dropshipping,he cleared 6 figures,there is software for drophipping from Aliexpress.he said he created 6 shops and the last one came thru,he used Spotify and promote them on Facebook,it is mostly FB which help his sales.
But his return rate is high,he takes better pictures and follow the trend ,like in summer,UK folks buy sunglasses and A/C.
But like every business idea,the early birds do catch good worms ,as more people pile in,the margin is just pathetic.
