An interest-free overdraft should last at least a month. If you need something much longer, you can take out a credit card and pay it back only when the interest free period is due. That would be a few months down the road.

Probably would be quite hard because why would anyone give away money for free ultimately
There is some precedent for negative interest rates as part of a large economic policy to increase lending in the hope of stimulating economic activity.
But for Joe unemployed who just wants to buy a car... no.
