How do I create a Community section for my wordpress website related to English liter
 

Hello guys,
I am reposting this as I did not get any response on my previous post and it's also not there anymore. I don't know what happened.
So the thing is that I created a website last year, related to English literature. I had been posting my literature notes there and right now, I want to add a community section to my website just like this one. Can anyone guide me if I can do that with WordPress or if I need to hire a professional programmer? I am short on budget so I would like to get ideas that won't cost me too much. Thanks.
